How to disable android update during reboot?

Firmware CM11, Samsung Galaxy S3.
Every time the phone restarts, the "Android update" window pops up and 50 applications are being optimized. This takes about a minute. It arose after I demolished CM11, installed CM13, and returned back to CM11 (on a clean one, not through a backup). What is the problem?
