How to direct users to different web servers of the same site?

Hello!
Task:
There is a site that is located in Russia and is cloned in real mode on a second server in Kazakhstan. We have a list of subnets of Kazakh providers and for them the site should open from the Kazakh server, and for the rest, the site from the Russian server.
How to organize such a distribution? At the DNS level?
I have no experience with Round Robin DNS. There was an idea to add A records with two different addresses and block the Kazakhstan subnets on the Russian server with iptables. Will this option work?
