If the text is large enough, entrust it to some schoolchild. I think the performer will be happy to earn money for mars, snickers and cola (optimistic option), soetacrubles500.
I'm serious. I do this myself sometimes when there is a boring monotonous task.

I would do this:
1. I looked for a ready-made one in electronic form (if it is a fragment of a work).
2. Scan (from 300dpi) => Photoshop (we pull out everything that is possible, level, remove debris) => Finereader => Next with pens.
PS, please accept the rays of sympathy ... the hemorrhoid is still the same ...

Why not use FineReader? The best is the enemy of the good, IMHO.

play around with the brightness and contrast parameters, how to choose them so that the text becomes much clearer, try feeding it to the fine reader again.

It is easier to find freelance people who will reprint this text for you for little money.
Because even if you manage to more or less tolerably digitize this text, then you will spend a lot of time catching and correcting recognition errors.

Some words will be difficult for a person to make out, and even more so for a car. Easier and faster to type.
