How to dial a number on a phone from a computer?

I can't find a solution at all. There are two standard technologies.
First. You can connect a mobile phone to a windows computer via bluetooth as a device.
Second. There is such a thing as a tel link. You can create a link on the page with a phone number, or run a system command, and the system will pass this number to the program that is selected to open such links.
It is necessary to find such a program (for PC) that will receive a tel link and dial a number on a mobile phone that is connected to a PC.
If there is no program, then tell me the name of the API through which this can be done.

From the point of view of a computer, most phones are a modem connected via a COM port.
Accordingly, you need to send commands to the AT port to dial a number and send sound.
You can determine the port number by looking at which of them appear in the task manager when you connect the phone.
