How to develop desktop applications on Android under Windows?

Good afternoon. I can develop for mobile devices with the Android system, I would like to develop for the desktop with Windows at minimal cost (for example, an existing application for Android).
As far as I understand, the HomeBudget application ( www.anishu.com/) does just that.
Can anyone tell me how they did it?

Don't suffer bullshit. What nafig AndroidAPI under Windows? Learn Java. Learn Java well. Write in Java.
With the use of anything, this is the plus of Java - it works everywhere, cross-platform as it is.
