How to determine the uniqueness of a book?

Good afternoon friends, colleagues, comrades.
The question arose: I want to make a list of books on several topics on the site, but the question arises of the uniqueness of the created books? information about the book is entered by the user, and 100% there will be duplication due to translations, reprinted books in other publishing houses in different years, etc. In principle, different publishers or translations can be processed, but how to prevent the creation of a non-existent book?
Is there any service that contains all lists of published books with a small description, authors, ISBN and title.
Maybe someone made modules for programs that, by the name of the book, look for the most complete information about the book on amazon services and some other api (advise if you worked, please).
What is the minimum set of parameters that fully describes the book? Maybe a sufficient ISBN?

the question is what kind of genre
in the general case - ISBN is not enough
there is an Amazon with its love for books that do not have ISBN - to assign your own ASIN
is feisovet.ru and the like, which sell books (electronic versions) without any unique identifiers except for the author / title ) which is only with The site is distributed (on a paid subscription) ... and nothing else. and there are also stupidly erroneous ISBNs (I have seen this 2 times) (when the ISBN is indicated in the output of the book and a search for it on the same isbndb.com shows another book (of the same author) (the publisher mixed up the data when sending it seems)
from the same goodreads .com - there is a set of fuzzy rules on the topic "what is a book" that ultimately boil down to the opinion of those who replenish the database.
there are books from SamIzdat - which may not (yet) be published in print, but nevertheless quite good books (the same Evgeny Lotosh with his science fiction, for example)
and this applies not only to fiction - there is, for example, Busy Coder's Guide To Android Development ( https://commonsware.com/Android/
also a question : what is a book? is the translation/original one book or not? and an audio book? and a printed and electronic version? and different formats (and stores - Amazon/Litres/Barnes-and-noble/Kobo/etc) e?
from Amazon - from usually a different ISBN/ASIN (if any)
Audible - audiobooks don't have an artificial identifier at all like ISBN/ASIN
for Litres - audiobooks may or may not have a separate ISBN
electronic versions of books from Litres - they may well have the same ISBN with the paper version (but like this - and the fact that this is wrong - they don’t care, support answers that the publisher provided it)
in general, you can try to pull the Google Books API, feeding all the data that is and watching is there a book out there..no 100% success guarantee.
theoretically there is www.ingramcontent.com/pages/data--integration-serv... - but there - just everything that has an ISBN...and published in English and access...not free far
