Is defining the selected category via $APPLICATION->GetCurPage() and $arItem["SECTION_PAGE_URL"] the only option?

It is possible through $arParams['SECTION_ID]
In general, catalog.section.list is not a menu. Because it has caching, then the selection of the active section cannot be done without disabling it. It's better to use menu.section
