How to determine the location if the user is not outdoors?

I can catch gps on my phone for about 15 minutes even in an open field ... share who has newer smartphones, how they catch indoors, metro, metro stations, between houses, etc.
And how to determine the position of the user if there is no gps, and the exact coordinates are one of the important components of the application?
