How to determine id or handle of system windows?

The task is as follows:
The GetForegroundWindow function does not return the handle of some (system) windows, such as open a document from a file (a file selection window pops up), etc. Is it possible to somehow find out at least some information of such windows (handle, id, name, etc.)?
