How to determine file type in Linux?

There is an archive file, but when I try to open it through ark, it says that the format is not supported. The file called Telltale games.tar.7z, the p7z module is installed in the system. On Windows 7-zip also cannot open it, the
hex editor shows the file header as:

HBEGIN:oc_encryption_module:OC_DEFAULT_MODULE:cipher:AES-256-CTR:signed:true:HEND

Do I understand correctly that this is also an encrypted archive? And how can I open it? (I don’t mean to break the password, but at least to be prompted to enter it, I suddenly remember)
