How to determine and set the minimum android version for an application?

Hello, I'm a web developer and have never done mobile development before. I made an application on cordova for android (I think this is not important, it seems to be no different from webview in native applications).
On some phones, the application is displayed very crookedly (phones are properly old). How to deal with it? How to detect such phones and maybe just disable installation on them? The problem, apparently, is not in the android version, but in the phone's browser?
In the application settings, I saw only device restrictions on the availability of memory / processor power.

did it affect older versions of android? I think no.
