How to design a site in vue so that it can then be turned into an application?

Before starting development, the question of the application arose: it should be a complete copy of the mobile site with minimal deviations.
But why develop the same thing twice, but for different platforms?

I know that you can somehow write applications for smartphones on vue, but this is almost the only knowledge about it.
Are there any recommendations, rules, methods, subject to which then it will be possible to take the mobile version of the site and port it as an application without any problems?
