How to design a database structure?

The task comes from the organization of the maintenance service (further writing software for mobile platforms, desktop application)
Well, that is, I am doing one database for everything at once.
There are such tables: -
Application (id_of the application, address, description, cost, date, status open, status in progress, status closed)
- Employee (employee_id, full name)
- Client (Name, contact)
Please tell me how against the background of such simple tables organize the relationship, that the employee took the application and she is registered with him? He fulfilled it - she got into his status as closed.
Maybe I thought the structure wrong.
