So tnank you. Found a solution. Just in case, I'll describe how this can be solved inexpensively:
1. Download the C# sources from here to form a packed WAP Push message. We make a simple form for entering text and links with a button. On pressing the button, we get the compiled message.
2. We hook a phone to the computer that has software for PC with support for sending SMS. We insert our compiled Push message into this software and send it.
