How to delimit resources on a dedicated server or your VPS/VDS?

Hello!
Now I have a VPS from FastVPS. There is "sayt1" average attendance.
Now I need to put a high load "site2" which will need a dedicated server to work properly.
In order not to pay for two services, is it possible to order a dedicated server and "drag" this VPS onto it so that site1 takes up, say, 10% of all resources from the server?
There were several unpleasant moments with site1: someone put a redirect from VKontakte, and a lot of traffic went to site1 and it stopped working.
Running out of disk space - session files weren't cleared.
The Chinese search engine was actively indexing the pages, and the site lay for half a day until I banned Chinese IPs.
A network of bots sorts out the Wordpress password from site1 and the site is also down.
So I want site1 and site2 to be on the same server, but any load on site1 does not affect site2 in any way.
What are the options? As far as I understand, VPS is implemented in this way.

Dig in the direction of CloudLinux , he knows how to strictly delimit resources between users, that is, you create your own user for each site and limit resources to him, in addition, install ISPmanager Pro and manage the server is incredibly convenient !!!!
