How to defeat PuTTY error: Software caused connection abort?

When connecting to the server, the error "Software caused connection abort" is issued. It does not even reach the password entry, it appears after a few seconds of trying to connect. I took the server on goDaddy.
The Connection->Seconds between keepalives field is set to 5.
What else does he need?..

1. Maybe you need to open port 22 on the server?
2. They say goDaddy has some kind of ban on IP addresses, have you tried to log in from another provider?
