It looks like a substitution, just some letters are replaced by others.
Pay attention to repeated numbers - these are words with double letters. For example 27-7-7-27 - words where such a combination of letters (for example, -ONNO-, -ESSE-, etc.) are not so many.
In excel, it's best to figure out the options and see what happens.
