How to decrypt AES pieces from VKontakte audio?

The problem is that now VKontakte gives out an audio playlist consisting of track pieces. Some pieces are encrypted with the AES128-CBC algorithm. The key is there, but the Initializing Vector (IV) is not specified anywhere. You need to decrypt the file in PHP. Please tell me how to do this

PS: I saw solutions on the Internet (in the browser debugger something similar), that you just need to take the first 16 bytes of the file, this will be a vector. The rest is the file itself, and we decrypt it. But something doesn't work :( please show a working example in PHP if this is the right answer
