How to decompile .exe file and change content?

Greetings.
There is an .exe file. I open it on a poppy and inside I see a lot of different files. As I understand it, these files contain different scripts. Is it possible to somehow open these files so that they are readable and change something inside them so that later it can be launched and everything works with the changes made? Now, when opening such files in a text editor, something is completely incomprehensible.

The programming language in which .exe is written plays an important role.
For example, decompilation of .NET applications is possible using dotPeek. But just making changes to the code and recompiling it still won’t work, in fact the application will have to be rewritten.
