How to deal with uploading counterparties from 1C to the site?

Hello comrades!
Uploading counterparties to the site from 1C does not work!
1. From the side of 1C everything is fine, the file is uploaded to the site.
2. From the side of the site, for some reason, nothing happens, counterparties are not recorded in the "Users", in the "Buyers" either.
The exchange log is not written, maybe I looked in the wrong place. In the admin panel, the log is empty, in the 1C_exchange folder the actual downloaded archive and the xml unpacked from it.
Someone faced such a problem? How did they decide?
PS Goods are unloaded normally.
