Height jumps, layout breaks. We need a fixed menu bar for the entire height of the screen, but when the top bar appears / disappears, everything breaks, you can see how the layout is rebuilt, it looks terrible.
I set the height as a percentage or vh, the exact height or with a margin (for example, 200%), everything does not work the same way.

It is very interesting to hear other opinions, but as far as I know, nothing can be done with the appearance and disappearance of the top panel, and therefore the layout will be rebuilt. It seems that you can block this panel or remove it altogether, but the user is unlikely to agree with such an idea.
