How to deal with Jupyter notebook, how to open a file?

The fact is that I'm trying to open a file from a computer, and Jupiter gives an error that there is no file or directory. The file exists. I'm trying to specify the entire path, but it gives an error that it cannot read 2-3 bits. Tried googling, but couldn't find an answer.

The file may be corrupted, but you can open a text editor and salvage some of the code.
