How to deal with Bitrix ENV update?

Good afternoon, tell me how to deal with the Bitrix ENV update problem.

The problem is the following, there is Bitrix ENV 7.3.1
I want to upgrade to the latest one.

I do everything in order as it should be according to the instructions

2. Manage localhost - 6. Update server and agree to the update.
