How to create such an archive?

Hello, can you tell me if it is possible to do this, and if so, how?
There is a folder with subfolders and files, the entire folder as a whole needs to be compressed into one archive, but there are files inside that need to be excluded from compression, how to do this? Ideally 7zip since it compresses a lot, but I don't know how to add an exception.
Maybe you can specify the formats that do not compress?
