How to create *_source.changes and *.deb files?

How to create *_source.changes and *.deb files? It seems that I created a *.deb package, but I can’t create *_source.changes to upload it to Launchpad. I tried to write debuild -S -sa in the terminal, but it gave the error "cannot find readable debian/changelog anywhere!", despite the fact that there is a "DEBIAN" folder. What to do?
PS When I ran the *.deb package through lintian, it said it couldn't find the changelog. But it is, maybe I didn't name it correctly? (I called it "changelog").
