How to create ready to deploy many Jenkins instances with plugins, settings, etc.?

Please tell me, if I need to deploy many standard jenkins wizards with approximately one set of plugins and settings, what is the best way to do this? If you set up one reference and then copy it, it doesn’t matter so simply or in the docker, then all instances will be a copy of one with the same secrets, and this of course is not suitable. And so that the settings are the same but the instances are different, can it be done?
