How to create or clone a repository in Git (No such file or directory error)?

Just started to understand GIT.
Installed on Windows, entered user name and mail. I tried the git init command, it gives the error "No such file or directory". I tried the git clone command, it also gives an error (on the second screen)
Tell me, please, in simple terms, what am I doing wrong, or throw off an article where it is written about how to solve this problem.

then in my case the problem was in the Cyrillic alphabet in the user name (Xenia)
