How to create hotkeys in atom from 2 commands?

There are 2 standard commands in the atom, as elsewhere: go to the pair tag, and set the 2nd cursor to the line above/below. I want to go to the closing tag and set the 2nd cursor in the same place in order to edit the opening and closing tags at the same time.
An additional problem is that these 2 commands are from different vendors. 1 - emmet, the other - standard (2 cursors)
Preferably with "ctrl alt q" combination.
