How to create graph in html from csv file?

Good afternoon!
Please tell me, with what help you can create an html page that would take data from a csv file and build a graph? I searched, but found only html scripts that take data from the page code itself and build a graph based on it - not that. Probably not looking well.

Here is an example CSV to Google Chart . You don't have to bother too much to build a graph :)
