How to create gh-pages?

Please help me deal with gh-pages.
There is a page username.github.io , there is a repository, for example page-404 (username/page-404).
I can not understand the example (articles too). Is the gh-pages
branch created for username.github.io or for every repository like page-404? Do you need to transfer all the files of this repository to this branch, or, as they say, one index.html (then the connection principle is not clear)?
