How to create DNS over HTTPS/TLS for Android?

Through Google Cloud, a VM was created with debian and pi - hole with an external static IP. How to create an address like dot1.cloudflare-dns.com so that it can be registered in the phone and set by default?
I tried to install free DDNS via no-ip but the phone does not accept this.
