How to create delivery routes with conditions?

Good afternoon, maybe someone came across a similar one?
It is required to form delivery routes with the following conditions:
- the maximum number of orders in the route is no more than 3;
- delivery time of each order is no more than 60 minutes from the moment of receipt in the system;
- form a route as large as possible, if possible.
Coordinates of orders are given, the calculation of the route starts from the base point (0; 0)
I look in the direction of the graphs, but still I don’t understand how to put everything.
