For starters, what you want to do is not subject to the free use of Yandex.Maps.
You are interested in the JavaScript API Map: https://tech.yandex.ru/maps/jsapi/ - there you must update the position of the point. The frequency of updating the point depends on you, you pull up a new position in the background through AJAX.
