You can create emails in cPanel, but the admin has the right to view all emails and change the password without specifying the previous one.

How can I set up mail profiles so that the admin sets a password when creating a mailbox, but then requires a password for authorization?

I don’t know how cPanel works, but usually you can’t isolate anything from the admin - he is the admin for that. And if the password is stored in the database, nothing prevents him from connecting to the database directly and changing the password there.
