How to create and reject a font?

All necessary symbols are drawn.
Tried fontforge - all versions that I tried crash while editing kerning pairs.
FontCreator (6.0) - The font does not use the kerning properties set during editing. (Saved, installed, no kerning).
FontLab Studio (from 5.0 to 5.2.1) — kerning works in the program during preview, but there is no kerning in the quick test. Created both ttf and otf, tried a lot of customization options.
So, is there any font creation software that will allow you to implement kerning?
