How to create an online chat in Python?

I found a lot of guides, but in all of them, they talk about the local network. I want to create a host on a PC or on a server on the Internet. Chat will be able to communicate with people from another city or region. Who can suggest a good guide? (Or create it yourself)
... I forgot to mention the chat will be without an interface and you need to use it through CMD
