How to create an installer (setup.exe)?

Hello, can you please help in creating an intsaller. I downloaded Inno Setup, made the installer everything is OK, but I need such a program where I can make an installer with a choice of files. Like, if the checkbox is on the file that will be downloaded, then the download will go, and if the checkbox is unchecked, then no, and those where it stands will be installed. Thank you.
