How to create an installation disk or flash drive with windows from under Linux?

Ubuntu is installed and there is a windows image on the hard drive. The last time I tried to burn this image to a flash drive or disk, so that I could install it later, nothing worked out for me. Maybe I tried it wrong.
Is it still possible from Ubuntu, and how, if so?

1. The flash drive needs to be formatted under win95 FAT32
2. Ubuntu has the UNetbootin program to write the image to the USB flash drive through it.
3. In the BIOS, disable Secure Boot and set the boot priority from the USB flash drive.
The Secure Boot protection function in different BIOSes is called differently, it needs to be clarified.
4. Reboot and start installation.
PS It helped me, I myself suffered recently in the same way.
