It is necessary to create an application for acts and protocols. For example, by entering the application, you can select the type of act or protocol on the work performed, then select from the already existing lists of the customer, who performed the work, date, materials used, etc. In Excel and in Akses it will not turn out. The application must be able to save the act / protocol on the server that will be linked to it (there is a server). It is also necessary to be able to open previously executed protocols through the same application by the server. The application must be logged in with a username and password. If the application is installed on several PCs by different users, then synchronization of all documents via the server is necessary. How to do this? Tell me, please, through which programming language is best to write, tell me the type of such an application. If there are references to literature or approximate ready-made applications, then I will be grateful if you write links. I didn’t go deep into programming languages, but I learn everything quickly, because I have an understanding. I'm asking this question to save time. Thank you in advance!

I made my own version in excel. In theory, this should be hung up on 1s and change the logic of workflow in the organization. The last one didn't work for me.

On the one that YOU know.
Documentation for any language is easy to find.
Your requirements are incomprehensible in the sense that you apparently do not know a single programming language enough to take it and write it, and therefore you want to be told how YOU should do it.
Everyone will say that his language is the best for this. In fact, anything can be written.
The only thing I would advise is not to write a desktop application and a server for it, but a regular web application in any language convenient for you.

PS Judging by the question, it’s easier for you to find a couple of hundred bucks and it’s guaranteed to resolve the issue within a month than they suffer for several years and screw everything up safely
