How to create an application in Yii?

I installed Yii and I'm trying to repeat what is written in the yiiframework.ru/doc/guide/ru/quickstart.first-app documentation. You need to run some yiic with % YiiRoot/framework/yiic webapp WebRoot/testdrive.
I enter C:/openserver/domains/localhost/yii-basic/yiic webapp C:/openserver/domains/localhost/testdrive - the console does not understand ("is not an internal or external
command, operable program or batch file"). I enter too most with dashes "\".
Answers: Warning: require(C:\openserver\domains\localhost\yii-basic/vendor/autoload.php): failed to open stream: No such file or directory in C:\openserver\domains\localhost\yii-basic\ yii line 13
Not surprising, because it adds dashes in the wrong direction. Plus, there are no yiic, yiic.php, autoload.php files, and a vendor folder in the whole yii-basic folder where I installed Yii, so what is this script even looking for?
How to make it work fine and generate code? Thanks in advance

you are trying to deal with yii2 according to the yii1 documentation, apparently.
