At the very least, you need the site itself with the functionality that you described - not only because orders will come from mobile phones.
Second, you need an API that repeats this functionality - so that the mobile application can interact with the database (products, orders).
Third, you need an admin panel where you can edit all products (dishes if you want)
and view orders. Orders can also be sent to email, to you in a personal message on Twitter so that a notification appears on your mobile phone or SMS - there is already room for imagination how to notify - a cook, an administrator about a new order.
From the fact that you have a small restaurant, the amount of work for a programmer does not decrease) And this is only at first glance, the full technical specification will be much larger and there are many nuances. For example, payment, how about checking that the order is not fake - well, for example, at least send an email with confirmation - something in this regard. Or the administrator will call back for each order and approve it.

If you want everything to be as automated as possible, then you need to order development from a serious company, because. you need:
1) web site
2) web service
3) database
4) mobile applications, fongap is good, but native development (xamarin + mvvm cross) is preferable

I saw enough of such freelancing tasks, so I created a free mobile application for the store
for everyone at once. To work, you only need to install the database. The instructions are on the website.
I can't give the source yet, because it's not finished yet. Then of course I'll post it on github. Now the assembly goes through the server.
