How to create an application for mail.ru authorization?

It is not possible to publish the mail.ru application for authorization on the site (more precisely, the application-layer between mail.ru and the ulogin service), the moderators have not responded for more than a month.
Maybe you need to register your site as written here - api.mail.ru/docs/guides/oauth/sites , and not create an application?
Are there any ways to reach the mail.ru moderators?

Register your site, you will be given your unique key, and then write a request in the post application.
More details are described on your link in the subparagraph "If you specified response_type=code"
