How to create an additional widget page in WordPress?

There is a regular sidebar, everything is clear here. There is also a "material page", you need the user to move the widget blocks directly from the admin panel, thereby changing the location of the blocks on the page (title, poster, description, tags, etc.). The only problem is that the user could not place certain widgets in the sidebar, and, accordingly, some in the material page.
I think we need to create another page for widgets similar to this /wp-admin/widgets.php , but how? Is it even possible?
