The question arose - how to create a video chat service like, God forgive me, runetki.com (without eroticism, of course, we are cultured people)? What technologies is it based on? Are there ready-made solutions for such projects? What specialists are needed to create such a site from scratch, and how much, in rough figures, would it cost to create it?

At the moment, most people use flash: they start rtmp video from a flash player, on the server there is some kind of video application, for example AMS / WOWZA as indicated above (red5 is also there). Chat (and in general all related functionality), by the way, can be done within the same video application over rtmp. So it all comes down to writing a flash player with the necessary functionality, buying a license, let's say on wowza, writing scripts (in java) for it.
