How to create a user in YII2 using PhpManager and RBAC?

The task is to restrict access to the site to all unauthorized users. I have no experience with yii2. I tried to set up RBAC according to the instructions, but stopped at the question - how now to assign the created roles to the user who is by default in app\models\User::$users?
