How to create a telegram bot that moderates a group?

Since there is a need for such a function, because as you all know, you can only kick users from a group, but there is no such possibility to ban or assign moderators for a group that deleted or banned users through one or another bot.
I remember there used to be a bot like a cake, which coped with this function perfectly well. I am a designer myself, and I am not very strong in node js, I can create a bot as much as possible according to the instructions.
But the new automated bots like mainbot, except for a beautiful menu for the group, do not know how to work with certain functions.
Advise how to work with !kick !ban [user id] and assign rights so that others can use these functions.
Well, you can and some kind of paid bot, also an option.

If you want your own, you register a separate account that creates a group (i.e. is a PERSON and conf admin) and work with it through telegram-cli. For convenience, you can write a regular conf bot that will send signals to the cli bot that will manipulate all your conf.
