How to create a Telegram bot for a group chat?

I want to add a bot to a group work chat with the following functionality:

• Add several buttons to a certain chat participant (participants) in addition to the standard keyboard
  
• When you click on one of the buttons, a certain text is generated and sent to the same chat.
  
• Each participant should have their own set of buttons, or they should not be at all.
  

In simple terms, for some chat participants, I want to make it easier to send messages so that they don’t type typical text every time, but simply press buttons.

Can you please tell me if this is possible? Maybe there are standard solutions?
I can try to implement it in python or php, I have the skills. But I need help getting started.
