How to create a settings page in wordpress using a plugin?

Can be done using the ACF plugin, but only with a paid version.
I need an option with a plugin.
Are there other options?

You can write your own plugin and add such a page using the standard WordPress API, the most difficult thing here is to create different types of fields.
And of course there are many other plugins with similar functionality.
