How to create a self-hosted network application on Android?

Greetings!
The question is as follows. In this case, I act as a customer and not as a programmer, and I need to evaluate the possibilities and prospects of the project.
There is a device running android, the versions may differ, so I will not sharpen the version here. The device is not a phone. Clients are connected to the device via WiFi and the device in this case acts as a server. How to implement so that all this does not fall asleep and does not slam shut? So that when you turn on the mob. the channel continued to exchange over WiFi and the route did not fly off? Is it possible to manage the network at the kernel level in android? That is switching of routes, ifup ifconfig all sorts? Or something similar? Whether it is possible to make thus automatic switching of interfaces? I want to work flexibly as in Linux. Any reasoning is welcome.
