Is it possible to create a certain room in the Bot so that users (from 3+) can enter there and communicate through the bot? If this is possible, please tell me how to implement it or where to read about it.

It is forbidden. Bots cannot create groups.
A new group can only be created by a full-fledged Telegram user, so this can only be implemented using the client (MTProto) API.
